Platforms

The Juran has conducted internal programs to benchmark the performance of onshore and offshore platforms for a number of clients. The programs focus on operational expenditure relating to business overheads, maintenance, operations, safety, and environment for the entire operation from the well head, through separation and metering, to export. Included in the metrics model are unit costs, utilization, down time, turnarounds, reliability and maintenance strategies.

Pipelines

Our pipelines benchmarking program includes operators of pipelines from across the globe. Through the application of the Juran Complexity Factor®, we are able to provide direct comparisons of a diverse range of pipelines. Focusing on both offshore and onshore pipeline systems, the metrics model examines cost and manpower data for a wide range of business processes. These include business overheads, operations, maintenance, inspection, integrity, safety and environment, as well as reliability and availability.

Processing Facilities

The Juran processing facilities benchmarking program is a global event which has been running since 1995. The program encompasses both oil and gas processing which are directly comparable through the normalization of data using the Juran Complexity Factor®. The metrics model employed has been refined over the years and includes manpower and cost data for business overheads, safety and environment, operations and maintenance. Costs for contracted labor and services, as well as allocated costs, are included in addition to a company’s own staff costs. The model addresses all aspects of a facility’s operation from inlet receivers and separators through gas sweetening and dew point control, fractionation, condensate stabilization, product storage and sales gas/liquid metering including all site utility operations and effluent treatment.

Terminals

The Juran terminals benchmarking program is an annual global event and includes some of the largest marine and inland terminals in the world as participants. The program encompasses terminals exporting and importing crude oil, liquid gas and derived products. These facilities are directly comparable through the normalization of data using the Juran Complexity Factor®. A metrics model has been developed by our terminals specialists and includes all aspects of the efficient and effective operation of marine, road and rail storage and loading facilities.

Liquefied Natural Gas

Liquefaction and regasification of natural gas for transportation have been with us for many years. However, recent increases in demand for LNG and subsequent entry of new players into the marketplace, has emphasized the requirement for efficient and safe operations within the industry. The Juran LNG terminals benchmarking program has been built upon the successes of our processing and marine terminals programs to create a benchmark of operational efficiency and effectiveness tailored specifically for LNG terminals.

Refineries

Juran has undertaken benchmarking for approximately 5% of the world’s crude oil refineries. The focus of these programs is operational expenditure relating to business overheads, maintenance, operations, safety, and environment. The entire refining process, from distillation, through catalytic and/or hydro cracking, as well as reforming and alkylation, is included.

Petrochemicals

The petrochemical business environment has been less than stable for a number of years, with fluctuating prices, costs and logistical challenges. Benchmarking with Juran has assisted organizations to better understand their cost base, identify performance gaps and develop improvement strategies. Our benchmarking programs have encompassed a range of petrochemical processes including olefins, polyethylene, polypropylene, BTX, and oxygen production.

Tank Storage Facilities

Juran has conducted a number of programs to benchmark the performance of oil, gas, and petrochemical tank storage facilities. These programs have included participants from the North Sea and the Gulf of Mexico focused on operational expenditure relating to business overheads, maintenance, operations, safety, and environment. All aspects of operations were examined including storage, blending, transfers, metering, and export.

Gas Transmission

Juran supports a well-established benchmarking program for gas transmission systems. This program is already the largest of its kind in the world and includes numerous national gas transmission system operators.

Forecasts & Estimates

Using Juran’s metrics models, we have also been able to provide clients with a range of forecasts and estimates for operating costs including:

  1. Estimates of required manning levels for both planned and existing assets.
  1. OPEX forecasts for new projects prior to construction and commissioning.
  1. Expenditure estimates for specific functions (e.g. maintenance, HSE) across assets/businesses.
  1. Synergy & due diligence assessments for mergers and acquisitions. Juran will calculate the Juran Complexity Factor® of the target company. Based on this Juran can indicate the expected performance should be for a facility of this complexity should it be operating at industry average or top quartile levels. The acquirer can then assess, by comparing this estimate to the actual performance, what the post acquisition upward improvement potential might be.
